Individuals Have the Following Types of Disabilities:
Orthopedic Impairment, Behavioral Problems, Blindness/Severe Visual Impairment, Cerebral Palsy, Epilepsy/Seizure Disorder, Head Injury, Mental Disorder, Mental Retardation, Speech/Language Impairment, and other undetermined disabilities.

Mission Statement

The mission of the Council for Exceptional Children and Adults Inc. is "to engage in activities to improve the health, welfare, education, rehabilitation, employment, recreation and opportunities to support developmentally challenged adults of the State of Maryland, without regards to age, color, creed, disability, gender, nationality, marital status, race or religion; establish and operate programs rendering support services to developmentally challenged persons; and expend effort and available resource reasonably necessary to meet the needs of physically challenged individuals."

Unique or Distinctive Qualities

CECA is a unique agency because it has a family like feel to it. CECA currently serves fewer than 20 individuals. Having such a small agency allows for the opportunity for all staff, direct care and adminitration, to be fully involved in the lives of each resident and vice versa. CECA really is a place that everyone knows else.

CECA is proud of the social opportunities that it provides for its residents. CECA's direct care staff are responsible for responsible for planning monthly activities that the entire CECA can participate in. Some of the monthly activities have been: Billiards Night, a Mardi Gras Party, bingo, pumpkin carving, easter egg hunt, train rides, the circus, community theater events, and several themed dances. Everyone at CECA looks forward to its summer vacations. In the past CECA has vacationed at Deep Creek Lake and the Inner Harbor, Baltimore Maryland. CECA goes on many day trips each year. CECA has gone to Penn State University and to Hershey Park Pennsylvania, and to watch Disney On Ice shows, Lakemont Park, Altoona Pennysylvania, and to watch the Hagerstown Sun's semi-pro baseball team play in Hagerstown Maryland.

Additionally, the administrative staff hosts an annual summer picnic and holiday party.

Describe your quality assurance practices, including any agency accreditations

CECA's quality assurance plan includes regular unannouced site inspections, records audit, review of incident reports, and an annual Quality of Life Questionnaire to be completed by each resident. The Quality Assurance team meets regularly to analyze data that can be used to develop plans to prevent future incidents, improve on general quality of life, health and safety, and to see opportunities to praise CECA staff for a job well done.

How Does Your Agency Support People In Becoming Active Members Of Their Community?

In addition to offering numerous community activities for its residents, CECA is always seeking activities, groups and community service projects that its residents can be a part of. CECA honors the choices and individual preferences of all of its residents and tries to find ways to develop their interests within their own community. CECA has many groups such as "Beautify Cumberland" and "The Yarn Angels". Some of its residents like to join the annual "Walk America" fundraising walk. Many people like to attend enrichment classes, such as dance and art and music lessons or educational classes to improve on reading skills.

It is the belief of CECA that the more it is out in its community the more it becomes a part of the community

Steps Individuals Must Take to Apply for Services

If an individual or an individual's family is interested in obtaining residential services from CECA, they must first contact the Developmental Disabilities Administration (DDA). If the individual is determined to be eligible for DDA services or is already receiving services from another provider, they can be referred to CECA.
